I guess I don’t know exactly what you intended, but if you’re extending the concept of neoteny to luxury handbags, I think “neotenous proportions” would mean exaggerations of the most communicative features of the original (“mature”) bag. Bigger logo, bigger hardware. Lots of brands do this when making products for actually neotenous customers. The Row bag is just smaller than its original, a homonculoid version.
“Neotenously”, not “neotenically”, though neither makes sense in context.
